Program Pengabdian kepada Masyarakat BIMA is a Kemdiktisaintek funding program that encourages universities to apply knowledge, technology, arts, and research outputs to address community problems. Unlike research focused on knowledge creation, this program emphasizes measurable improvement in the capacity, productivity, services, independence, welfare, or environmental quality of target groups. Funding schemes may include Pemberdayaan Masyarakat Pemula, Pemberdayaan Kemitraan Masyarakat, Pemberdayaan Masyarakat oleh Mahasiswa, support for regional flagship-product business partners, and area-based community empowerment. Partners may consist of community groups, micro and small enterprises, villages, schools, social organizations, or local governments, depending on the selected scheme. A strong project begins with a problem genuinely experienced by the partner rather than simply with the team’s intention to conduct training. Interventions may involve technology application, governance strengthening, skills improvement, product development, marketing, digitalization, process improvement, or a measurable empowerment model.

The proposal should describe the partner’s baseline condition using adequate evidence, identify priority problems jointly with the partner, and offer realistic solutions consistent with available resources and the project period. The implementation method must explain preparation, training, technology application, mentoring, evaluation, partner participation, division of responsibilities, and sustainability strategy. Outputs should not be limited to activities or documentation but should include measurable change, such as increased production capacity, product quality, income, efficiency, competence, governance, or market access. Partner commitment letters, local-government or stakeholder support, partner contributions, and equipment-maintenance plans should be prepared carefully. Applicants must also ensure that the budget is proportionate across technology, materials, travel, training, and other eligible components. After institutional approval and successful selection, the team must implement the program participatively, document conditions before and after the intervention, take part in monitoring, and submit all reports and outputs. The primary measure of success is the change experienced by the partner and the ability of the initiative to continue after funding ends.
